New DOST chief: ‘S&T has significant role in an enterprise’s success’

Newly appointed Secretary of the Department of Science and Technology (DOST) Fortunato T. dela Peña welcomed the participants of three training programs of UP ISSI that opened simultaneously last 18 June 2016:  45th Accounting for Non-Accountants (AfNA), 27th Total Quality Management (TQM), and 15th Total Communication Course (TCC).  Coincidentally, the day also marked the 108th foundation day of the University of the Philippines.

Dela Peña, who is also a former ISSI director, said to the participants: “UP ISSI, through the years, has espoused the small enterprise productivity, and of course, later, it has focused attention on entrepreneurship – how to encourage more people to become entrepreneurs, to prepare them to become entrepreneurs, and when they are already at their enterprises, how to improve its productivity.”

Particularly addressing the AfNA participants, he said, “[It is] very important for entrepreneurs, for managers, to know exactly how the enterprise is faring. And the basis should be the hard facts, the data that you get from accounting.”

Meanwhile, for the TCC participants, he said that “a lot of success is attributed to good communication–not only in terms of communicating to the market, but also in terms of communicating internally among the people within the enterprise because it’s very important that we understand or we communicate well internally.”

Being an advocate of quality in the enterprise himself, he shared with the TQM participants how he values quality, productivity and technology. “They are the key to the success of enterprises,” he said.

He ended by emphasizing that “Science and Technology has a real significant role in the success of enterprises, and in the broader sense, in the growth and development of a country. It has often been said that there is no country that has development and grown without science and technology.”

The 45th AfNA, 27th TQM and 15th TCC will run until 23 July 2016.  Dela Peña was one of those recently appointed to be part of the Cabinet of the newly installed administration of Pres. Rodrigo R. Duterte.
